Lori Adams currently serves as the Vice President of Broadband Policy & Funding Strategy for Nokia and is a key member of the US broadband business development team within the Network Infrastructure business group. In 2023, Lori was a core member of the team that helped Nokia achieve Buy America compliance for the BEAD program, culminating in a joint event with Vice President Kamala Harris and U.S. Secretary of Commerce Gina Raimondo to announce the US manufacturing of select broadband products. Lori is a highly skilled telecommunications attorney and senior executive with over twenty years of experience in both the government and private sectors. She holds a Juris Doctor from the University of Baltimore School of Law, where she graduated cum laude and served as Managing Editor of the Law Review. She also earned a B.A. in Anthropology from American University, with a semester spent studying at Charles University in Prague, Czech Republic. Throughout her career, Lori has demonstrated expertise in business development, federal, state, and local telecommunications issues, legal and regulatory matters, grant funding, municipal broadband, strategic planning, and project management for large, complex projects. Her extensive experience includes public policy, government affairs, lobbying, and public speaking. Lori is actively involved with the National Association of Telecommunications Officers & Advisors (NATOA), where she has served on the Board of Directors since 2016 and was a past board member from 2010 to 2014, and 2016 to 2020. Lori's leadership and strategic vision have been instrumental in advancing Nokia's broadband initiatives and navigating the complex regulatory landscape. Her ability to engage with local agencies, Broadband Development Offices (BDOs), and other stakeholders ensures effective communication and compliance with new environmental requirements. Lori's commitment to driving innovation and fostering connectivity makes her a valuable asset in the telecommunications industry.
