Speaker Bio
David is a telecommunications engineering leader with more than four decades of experience designing, deploying, and managing outside-plant networks across rural and suburban America. His work spans FTTH, HFC, copper/xDSL, 5G small cell, fixed wireless, transport, and hybrid architectures, giving him a uniquely practical understanding of how converged networks must be engineered to perform under real-world field constraints. He has led large-scale broadband programs for independent telcos, rural electric cooperatives, private carriers, and municipal projects, including BEAD-aligned initiatives requiring strict cost control, complex permitting, and long-term upgrade paths. His engineering approach emphasizes field-driven rules, technology-neutral design logic, and adoption of automation to improve accuracy, reduce deployment costs, and minimize redesign cycles. David is also the architect behind a next-generation GIS-based modeling framework that unifies OSP engineering, construction planning, financial tracking, and network automation. This work gives him first-hand insight into how modern tools and standardized methodologies can accelerate broadband expansion in the communities that need it most. With deep experience spanning design, construction, field validation, and long-term operations, David brings a grounded, no-nonsense perspective on how to build networks that workânot just in theory, but in the dirt, where deployment realities ultimately decide success.
