William (Bill) Kurtz serves as the Director of Engineering and Construction at Norvado, Inc., a telecommunications cooperative headquartered in Northern Wisconsin. In this role, he oversees all engineering, design, and construction operations for Norvado’s rapidly expanding fiber-optic network, including multiple Broadband Expansion Grant and BEAD-funded projects across Ashland, Iron, Price, Vilas, and Sawyer Counties. With over two decades of engineering and project management experience, Bill directs large-scale rural broadband deployment initiatives from concept through completion—managing financial modeling, permitting, and construction oversight. He has implemented advanced project controls using Microsoft Project, Power BI, and ArcGIS to deliver real-time analytics on project performance, including cost variance, earned value, and ROI analysis. Bill is a licensed Professional Engineer (P.E.) and has been instrumental in developing Norvado’s internal automation and AI-driven cost modeling systems, which utilize historical project data to forecast construction costs and optimize resource allocation. His leadership philosophy emphasizes data-driven decision making, process improvement, and fostering cross-departmental collaboration to achieve operational excellence.
